Short comment: Solving complexity by adding more complexity?
Longer comment:
- Having OPT-IN over delegation points only and noticing that most of
the zones in the world do not have very deep delegation trees I think
that OPT-IN will be limited to TLDs de-facto.
- This is difficult to enforce because of TLDs that have a two level
structure like "co.uk."
I do not think that this is very practical. I do not think that the
protocol should enforce limited use. I do think that operators should
think twice before deploying an OPT-IN zone.
