comment on nsec+ draft

Comment on section 2.1.1 in draft-ietf-dnsext-nsec-rdata-00:

The text suggests expanding compressed names in the RDATA of the NSEC RR,
but DNSSECbis Q22 mentions not wanting to specifically address compressed
names.  The text in Section 2.1.1 could be dropped as well.

Minor difference, but the draft would conflict with the statement in the
DNSSECbis docs, and it is text that would appear in the DNSSECbis doc set.
