RADEXT WG last call on VLAN and Priority Document

This is announcing RADEXT WG last call on the VLAN and Priority document, 
prior to sending the document on to the IESG for consideration as a Proposed 
Standard.

The -03 version of the VLAN and Priority document is available for 
inspection here:

We believe that this resolves all open issues filed on the RADEXT Issues 
list:
