Rationale/Explanation of issue:
Sections 2.1 and 2.3 each begin refering to Ethernet frames as
'packets'.  Subsequently, description changes to calling them 'frames'.

Requested change:
Change "packet" to "frame" wherever referencing Ethernet frames
