Conclusion of WG last call on VLAN/Priority Document

RADEXT WG last call has concluded on the VLAN/Priority document, 
draft-ietf-radext-vlan-03.txt.

Three issues were raised: 189, 190, 191.  The issues and their resolutions 
are availalble here:

Based on the resolutions, an -04 document has been submitted, and the IESG 
has been requested to start IETF last call, as part of considering the 
document for publication as a Proposed Standard.

Until the -04 draft shows up on the archive, it is available here:

Any issues submitted after this point will be handled as part of IETF last 
call.
