NAS-Filter-Rule document

As part of the proposal for moving forward on the NAS-Traffic-Rule document, 
it has been proposed that a RADIUS NAS-Filter-Rule attribute be defined with 
the same functionality as the NAS-Filter-Rule AVP defined in Diameter 
NASREQ, RFC 4005.

A strawman version of a NAS-Filter-Rule attribute document is enclosed 
below:
