Request for Review: NAS-Filter-Rule Specification

As noted in the message below, it has been proposed that the RADEXT WG issue 
a document enabling use of the NAS-Filter-Rule defined in RFC 4005 within 
RADIUS, while at the same continuing work on the NAS-Traffic-Rule attribute:

A document specifying the NAS-Filter-Rule attribute is now available for 
inspection:
