Proposed Resolution to Issue 199: Attribute Length

This issue pointed out that a single rule cannot be less than 32 octets in 
length.   However, with the proposed Tag format, it is possible for a rule 
fragment to be included in the value field of a NAS-Filter-Rule attribute.  
Such a fragment could be as small as 1 octet.  Therefore the minimum length 
of the modified NAS-Filter-Rule attribute appears to be 4 octets.
