One approach might be to say just that:

"For these reasons, the tagging scheme described in RFC 2868 is
not suitable for use as a generic grouping mechanism.   Further
guidance in this area is left to future documents."

All of this dancing around, simply to avoid a non-normative reference to the RADIUS Extended Attributes document? Why?
