The level of interest required to accept a work item in the RADEXT WG is, as
you say, an "abundant" number of reviewers, not including the authors.
There is no hard rule, but half a dozen would be a good threshold.  The
success of any WG in producing quality documents is tied to the number of
members that are willing to actively review and comment upon the drafts.  Of
course, it also depends upon the authors providing timely and responsive
revisions.

I haven't taken a count recently, but excluding authors, I'm not sure I'd
use the term "abundant" to describe the number of independent reviewers.
