Some VoIP companies seem to be able to get NANP numbers already. In addition, the number subscribers get might or might not have a relation to their geographic location. So it seems there is already a movement of geographic area codes to lose their geographic semantics. Mobile phones can also have this characteristic. It is likely that without regulatory intervention, Area Codes (and Country Codes for that matter) might lose all geographic meaning.

So while allocating a non-geographic Area Code might make life easier now, it is likely that all Area Codes will become non-geographic over time (without regulatory intervention).
