you might be able to get a country code for this reason but never a NANP
area code.

You may well be right -- but what's your reasoning for this, or evidence of this? Are there some specific rules/rulings/requirements of this?


(At-least) Some of the satellite-phone services have their own country code.

Is anybody familiar with the usage of the 5xx and other Special Access Service ("SACSERV") NPAs?
