Review of Chargeable User Identity Document?

The following document is being considered as a RADEXT WG work item:

However, before considering this draft, we are looking for reviews.  Questions relevant to determining the suitability of the draft include: 

a. Does the draft describe a problem that cannot be solved with existing attributes? 

b. Is the problem a sufficiently general one that specification of an IETF standard is required? 

c. Does the draft address backward compatibility issues (e.g. behavior of existing  NASes)? 

d. Is the format of the attribute specified consistent with past RADIUS usage for similar attributes (e.g. RFC 2865, etc.)?
