I agree. The way I'd couch it (and this has been done in other
contexts, e.g. EAP documents) is that the document makes use of IETF
technology and extends it in certain ways. These usages/extensions
have been reviewed by the IETF for compliance/conformance with (in
this case) Radius, and the following issues have been uncovered.

For example, here is the note that went out with
draft-arkko-pppext-eap-aka-15.txt:

    The EAP-AKA protocol was developed by 3GPP.  The documentation of
    EAP-AKA is provided as information to the Internet community.  While
    the EAP WG has verified that EAP-AKA is compatible with EAP as
    defined in RFC 3748, no other review has been done, including
    validation of the security claims. The IETF has also not reviewed
    the security of the underlying UMTS AKA algorithms.

So I think  a note could say something like:

   This protocol makes use of and extends the IETF Radius protocol
   (RFC XXX). It has been reviewed by the Radius community and the
   following issues were cited ....
