No, the list of people is supposed to psychically sense the problem and
jointly conference call the affected users. Keeps the trips in the
time machine shorter, see?
Perhaps my phrasing "store who the list of people to call would be"
should be "stores contact information allowing someone knowing which
ASes provide transit to AS4128 to my AS to know whom to call".

If it fails, then starts working again, most users shrug and go on.
If it fails for long enough to get calls to a helpdesk, this might be
useful.

Do you think the Princeton boys would let us borrow theirs?
I'm not suggesting this as a way of de-bugging problems, just as a way
of tracking how well this system performs in the medium-to-long term.
In general, I believe that the administrative difficulties of doing
things this way make it too frail to use. Seeing just what tools
are needed to make it work, though, seems to me a part of the
exercise.
