Can you elaborate on which one should be optional, in context
of either OIF or GMPLS. The current OIF UNI applies only to
SONET/SDH, and it also said that a node should specify 
the same label in Label Set if it does not support different 
labels of upstream and downstream for bidirectional LSP. 
Suggested label is always optional in both cases, and if
you specify Label Set in this case, you would most likely
not need to specify Suggested label ...
