Manoj,

A STM-N signal may contain of a set of HOVC signals. 
HOVC signals are VC-3, VC-4, VC-4-4c, VC-4-16c, VC-4-64c and VC-4-256c
signals. A VC-3 or VC-4 signal may contains a set of LOVC signals. 
LOVC signals for the case of HO-VC-3 are VC-11, VC-12 and VC-2. LOVC
signals for the cae of VC-4 are VC-11, VC-12, VC-2 and VC-3.

At STM-N level, you only have visibility in the HOVC signal structure;
you don't care about the content of the HOVC signal. At HO-VC-3 and VC-4
level you have visibility in the LOVC signal structure.
