I certainly  hope not.  But of  course there's no telling  what people might
try to do.

This  being the IETF,  there's not  much point  in criticizing  a particular
proposal on the ground that it only works when IP is used.  

I would  propose that  issues having to  do with  the use of  non-IP control
planes be declared out of scope.
