we transport ip over atm, but someone else does the non-ip atm tools.
we do the ip-oriented tools.

i am not jealous of the itu.  each body brings expertise to the table.
we need the best expertise focused on any issue.  where we need to
overlap is ensuring we have a consistent architecture and harmonious
non-conflicting details.
