Alex,

One of the things that it'll do that it'll also prevent someone from using these links in the Path computation with "0" bandwidth (while the node in question is restarting). In some scenarios, e.g., signaling for a backup tunnel without no bandwidth reservation, a (remote) node may be interested in Paths with "0" bandwidth.
