  TE drafts won't talk about this...it is implicit CSPF.
  IMHO, It is better to add this condition in TE drafts.

  If all the properties and metric ranges are valid,
  then there must/should exist atleast a *value* (Infinity)
  for negation. This applies to all/any path/link 
  constraints.
