There is nothing in the OSPF and ISIS TE drafts that says anything
about how to do CSPF by design. CSPF is local to the node doing the
computation; it was thought to be a vendor value-add, and hence not
specified.
So the best one can do is discourage -- one can never preempt, except
by removing the link from TE. However, removing the link will negate
the value of graceful restart.
Hence the proposal: set b/w to 0, and metric to infinity.
