A fair question.

A document is standards track (or informational, or BCP) because
of its contents, not because of what other similar documents are.
I am not in a position to comment on the MPLS arch doc, but the
GMPLS arch doc has many prescriptive statements that would make it
at least a BCP, and very likely a PS.  It also provides the glue
between all the PS docs that make up the GMPLS suite; and that role
also suggests that it be PS.
