It was *not* the responsibility of the IETF!!! (This is another
example of misleading statements.)

It's simple: someone produce an *individual* contribution and post
it as an Internet draft. However, I should first answer your other
point:

If you read the GMPLS overlay document, you'll see that it *is not*
developing a standard from scratch. In fact, there are no extensions,
just some slight procedural changes.
So, the alternatives are:
a) take the OIF UNI1.0 doc, remove a bunch of extensions not present
in the IETF GMPLS, add EROs and RROs and handling procedures; OR
b) take the GMPLS doc, add nothing, subtract nothing, explain ERO and
RRO handling and addressing ...
Which seems more rational to you?
BTW, the consensus *at the IETF* seems fairly clear.
