A document does not need to be complete, nor should it be complete to
become a WG document.  The purpose of a WG doc is just a baseline of
where the WG is on a topic.  Further I think you are in a much better
position to sit down with the ITU if the document has some "official"
standing.  So I think it *SHOULD* be a WG document.
