FW: Link Summary Message

Hi ,
       LMP darft says

 "The linksummary MUST be send periodically transmitted until (1) the node
receives a LinkSummaryAck or LinkSummaryNack message or (2) a retry limit
has been reached and no LinkSummaryAck or LinkSummaryNack message has been
received"

When a new Data Link is enabled for a TE link which is already in UP state .
Then how a Link Summary message is initiated for a new DL added to a TE link
? Which event should trigger the sending of Link Summary message in this
scenario?

Do we sent Link Summary message periodically when TE is in UP state ? 


When should Event  evSummaryFail be generated to DL fsm .

     1) When we receive Link Summary Nack message.

         or

     2) When we negatively acknowlege Link Summary message i.e. when we send
Link Summary Nack .

         or

         In both the cases
