This document expired Last December. pls make it indeed expire

The doc describes signalling for a technology for which no-one
in the WG has been able or willing to give ptrs to documents
that describe the technology being signalled. 
Since we do not have ptrs to such documents, it seems nonsense
to try and standardize the signalling for it.

The WG was polled many times to provide ptrs to such documentation.
I believe the WG chairs are OK with this too.

So that means:
 - remove doc from ID-repository
 - remove doc from CCAMP wg charter page.
