It's in the IESG's hands.  That's where milestones end.

No, the proposed deadlines are for requirements only.

Once the requirements are done, we will re-evaluate, and if the
decision is that more work in signaling and routing is needed (such as
the multi-layer work), then we will recharter.  Note that rechartering
is in the charter :-) and it's set for Mar '04.
