notify message for call without connection

Hi Adrian,  Kireeti,

It's also been suggested that the Notify message can be used as an
alternative to Path to initiate a call without connection.  However,
there has always been an issue with Notify that sections of RFC 3473
suggest that you can only send it after receiving a Notify Request
object.  Esp. in RFC 3473 section 4.3.2 it states that:

   Note that a Notify message MUST NOT be generated unless an appropriate
   Notify Request object has been received.

This could really use some clarification.
