It is important to update the processing of Explicit Label Control,
either to say that a label subobject in the ERO MUST NOT be added to
the egress node, or to say how it's processed in that case.  Also,
while not strictly necessary, it is useful to say how cross-connections
are made with ERO labels, as there seems to be confusion here.

The GMPLS Overlay doc seems a good vehicle for this.  I would strongly
recommend the authors to note in the header that this document updates
RFC 3473.
