SONET/SDH Label (SUKLM) and the possible values of S, U, K, L and M

Hi,

In section 3 of draft-ietf-ccamp-gmpls-sonet-sdh-08.txt, for the possible
values of S, U, K, L, and M, and in particular for U, it says:
	
   " 2. U=1->3 is the index of a particular STS-1_SPE/VC-3 within an
     STS-3/AUG-1. U is only significant for SONET STS-N (N>1) and SDH
     STM-N (N>0). U must be 0 and ignored for STS-1 and STM-0."

How can this be true? 

Should this be:

   " 2. U=1->3 is the index of a particular STS-1_SPE/VC-3 within an
     STS-3/AUG-1. U is only significant for SONET STS-1 and SDH STM-0.
     U must be 0 and ignored for STS-N (N>1) and STM-N (N>0)."
