Overlay draft ready for IESG consideration

Alex,
draft-ietf-ccamp-gmpls-overlay-04.txt has been reviewed by the CCAMP WG and 
marked up after WG last call. 

Can you please move it forward on the standards track. 

Note, this is one of the relatively few CCAMP drafts that is blocking a 
large number of items on the RFC editor's queue.
