IPv6 GMPLS Traffic Engineering in IS-IS

The following draft describes how IS-IS can carry TE information for an IPv6
network.  It includes GMPLS TE.

In summary the draft
 - describes how routers exchange global IPv6 address information used to
identify links
 - adds new IPv6 TE Router ID and SRLG TLVs
 - describes how to exchange link identifying information.
