Registry of bits in the Admin_Status object

All,

I have created a temporary registry of bits in the Admin_Status object to track these
until they get under the care of IANA. Hopefully this will avoid drafts competing for the
bits.

Please let me know when you are pursuing the use of a new bit. Priority will be given to
drafts that choose bit names in such a way as to spell interesting words :-)
