Not to belabor the point or beat on draft-decnodder, but I think it's
important to keep the records straight.

draft-decnodder (in earlier versions) predates by _a year_ draft-dachille,
having
been first released in February 2003, whereas draft-dachille was
first released only in January 2004.

But, yes, it true that this draft has not seen any debate as such.
(I am not quite sure why though, as the subject is an important one, and I
did initiate debate on it in March 04.)
