Here is a new version of the control plane saturation ID, which takes into account comments received on
the list and also some offline comments.
Here are the major changes:
-A new co-author
-Motivations and elements of procedure have been clarified
-Added new flags in the IGP Saturation TLV so as to indicate the reasons for the saturation
-Added Inter-AS considerations
-Some rewording for the sake of clarity

This document defines extensions to RSVP-TE (Resource Reservation
Protocol-Traffic Engineering) and IGP (IS-IS and OSPF), in order to
notify about control plane resources saturation, when an LSR runs out
of control plane resources available to support any additional LSP.
Such notification may serve as trigger for the impacted Head-end LSR
to take appropriate actions.
