From RFC 3471:
"The receiver of a Label Set must restrict its choice of labels to one
which is in the Label Set.  Much like a label, a Label Set may be
present across multiple hops.  In this case each node generates its own
outgoing Label Set, possibly based on the incoming Label Set and the
node's hardware capabilities.  This case is expected to be the norm for
nodes with conversion incapable (CI-incapable) interfaces."
