I don't buy that.  That's what Service Level Agreements are for.

Why would the user be involved any decision other than hanging up?  The
user shouldn't be aware that node B failed.  You are asserting a
particular mode of operation for a service provider network which seems
to require that every instance of every service have its own
individualized recovery plan.
