Still more IPR Disclosures

Hi,

Another IPR disclosure arrives in the mail today.

This one covers draft-bernstein-ccamp-wson-signaling-03.txt.

We have not yet taken a poll on the adoption of this work, but it is 
certainly on the horizon given all the other WSON work we are doing.

Please have a look at the IPR disclosure and the associated terms and start 
to think about how you will want to handle the draft when it does come up 
for discussion.
