Updated WSON Impairments Framework Draft

Hello fellow CCAMPers, a new version of the WSON impairment framework 
draft can be found at:
http://www.ietf.org/internet-drafts/draft-bernstein-ccamp-wson-impairments-04.txt
We have updated the language to conform more with that in G.698.1 and 
G.698.2. In addition we have changed
text to conform with the CCAMP/Q6 meeting notes where appropriate.

The tentative plan (my recollection) was for this document to be used in 
on going liaisons with ITU-T if we have rough agreement on the contents.
