Here, I agree with brad and I vote for 1a, 1c, and 1e. However, I see that
we should have 1g. I further do agree with brad that QoS should be left out
from the protocol.

I agree with 3a, however, 3b could be covered as part of the phase 2 during
the request phase of the protocol.
This is needed in case if the content provider requires all of the requested
space for its content (eg. video content).
