In a CDN environment (not forward proxy environment) I think available
bandwidth is more important than space.

So from my little few of the world if we decide not to support bandwidth
negotiation I don't see a need for space reservations either. Both
can be classified as QoS.

p.s. To make it clear I would like to support both, however, in the CDN
environment I feel the space aspect is less important in a relative ranking... .
