great summary. Just a few comments...Reading your draft when you say

and following the discussion on the list about Bandwidth and QoS I would say
that there is no problem of including the bandwidth parameter as optional,
but I think it should be better defined.
In the example:
"Such a list indicates that the CDN is willing to distribute up to
100 GB of static web content (either HTML pages or GIF images) to
the 172.16.x.x subnet, to which it has 1 Gbit/s connectivity;"
what exactly are we saying to the Content Provider or Upstream CDN? That
the CDN guarantees that it is has 1Gbit/s connectivity with the 172.16.x.x
network through one surrogate/device? Or that the sum of all connectivity
between the CDN and the 172.16.x.x network is 1Gbit/s? Also, how far away is
the surrogate to the actual user? I mean the CDN can have a surrogate
with1Gbit/s though a gigabit interface and then a T-3 go get to the actual
users.
