I believe that we are largely in agreement.  I apologize if I contributed to
confusion on this point.

Memory is a funny thing, and on this topic I mostly remember drawing
people's attention to RFC-2026 at the Boston meeting, with the message "get
your attorneys involved" or other words to that effect. But if you remember
that I was saying or acting otherwise on a call, then I'm sure that others
also received a similar impression -- so I apologize for whatever I said to
create that situation.
