Keith,

If such intellectual property (IP) is licensed on reasonable terms, does that 
prevent folks from implementing the standards?  I was under the impression 
that the IETF prefers standards that are unencumbered by IP claims but accepts 
the need for parties with IP to participate.

I also take exception with your claim that such participation is not in good 
faith.
