Certainly, a TTL is required.  If I allowed a peer to deliver my content
to clients, then I would want to know what TTL they are going to assign to
the records.

In the event that my peer is no longer the best metric to specific
clients, then I should start sending requests to other peers, however,
content will not start migrating over until the TTL expires.

"Very sure" should really mean guaranteed.  I will guarantee end-to-end
delivery before I make a CDI advertisement.
