I strongly agree with Fred's comment.  This is very important work that the
Internet could benefit from now.  It's not pie-in-the-sky, it could have an
effect on my day-to-day efforts.

If the IESG wouldn't take CDI as a WG, and the IRTF was the only alternative

in that regime, I suppose I'd prefer the IRTF to nothing.  But I strongly 
disagree with any suggestion that this work is too blue-sky to consider
within 
the constraints of the IETF, and I urge you and Mark to work with the area 
directors to get us chartered.
