I believe you're correct. The "ietf" tag seems to have crept into the
filename of this draft incorrectly (also, as a -03 draft, it should have the
same filename as its -02 predecessor).  I assume it's simply an oversight,
since I doubt that Brad has any ambition to have a working group named after
him. ;-)
