sorry for the delay, ietf deadlines
 
Content AS (CNAS) is similar in concept to BGP AS.
basically, think of it at layer 7 (content level),
it is a CDN (or CN) with various footprint that agree to serve content.
 
The TTL stuff is a little bit more tricky,
here we need the time to indicate how long a CN will take to serve a content.
other issues to look at is when to report changes to contnet and how often
there are issues also that are related to keep alive etc etc.
 
so the short answere, TTL need to be investigate in more detail.
I am sure it will be a discussion item in the 52 ietf.

in draft-cain-cdi-cnap-oo.txt, pag. 14 maybe there is a mistake : 
 
TTL: Indicates for how long the CN will be ready for content
         in the content set in minutes.
Moreover, I didn't understand what means "CONTENTAS"
Does it is the same as CNAS?
