I think you started off wrongly.
I believe the general consensus is that we work on a way to encode
internationalised characters into the domain names labels and records,
zonefile etc rather than overhaul the Domain Name System. This is worded
carefully in the charter, which has been submitted to the IESG already.
Actually, this reminds me. We have yet to get approval for this WG :-)
